The challenge

The Implementation Division operates in a high-expectation environment, supporting government priorities under constant time pressure and ambiguity.

Leadership wanted to refresh direction for 2026, strengthen ownership and integration across the division, and create clearer expectations for culture, collaboration, and delivery.

At the same time, staff needed space to name what was getting in the way — and confidence to work differently.

What we did

We designed and facilitated a full-day, in-person strategic planning workshop, supported by preparation and post-work synthesis.

This included:

  • designing workshop purpose, structure, and activities

  • creating an engaging and psychologically safe environment

  • facilitating discussions to build clarity, trust, and shared ownership

  • identifying barriers to delivery and opportunities for improvement

  • aligning expectations for culture and ways of working

  • consolidating outputs into a clear summary artefact

  • conducting a post-workshop debrief to confirm outcomes
